Begin Page 1 PRESIDENT'S MESSAGE First, I want to thank the VCOC Officers, Committee Chairs, Chapter Presidents, VCOC Representatives, Legislative Representatives and others who made the first two months of my presidency go so well. We had an Executive Board meeting, a VCOC board meeting, a Storming of the Capitol in Richmond and started preparation for the Congressional Luncheon in DC on the16th of April 2008. In early February, Sam Wilder and I drove to the MOAA National Headquarters and met with Col Lee Lange, Jr. USA (Ret) to discuss many topics, including: 1. We discussed how to reach the 44,000 + MOAA members that are not in Chapters. 2. Col Sam Wilder will represent the VCOC in DC at the Presidents Meeting this year. I will not be able to attend. 3. The VCOC Congressional Luncheon on the 16th of April and the Minuteman Award for a MOAA staff person. 4. We discussed VCOC Scholarships which are given out each year by MOAA. 5. We asked COL Lange to be the speaker at our July VCOC meeting. He agreed. 6. We asked about the Give Me 10 and Year of the Chapter programs for 2008. I emailed Virginia Chapter Presidents the information on the Congressional Luncheon. Check the VCOC Website, Legislative National Section. If you still have questions call me. 1-866-522-5268. The next VCOC meeting is on the 14th of March 2008, at 80th DIV Headquarters. The meeting will start at 10 AM. See you there.

| VCOC and other Veterans organizations showed up February 5th in support of Wounded Warrior Bills being heard in the House General Laws Committee of the Virginia General Assembly, just a few days after VCOC/MOAA stormed the state capitol. There was standing room only in the audience when the committee came to order. HB 475 and HB 477 were reported out of committee that morning. VCOC/MOAA Stormed State Capitol Jan 28th To Capture Support for Veterans Legislation
65 Virginia Chapter Leaders visited their state senators and delegates. Emphasis was co-sponsorship for bills in support of Joint Leadership Council priority objectives. General Assembly leaders addressed the group of Virginia MOAA leaders. MOAA leaders were recognized on house and senate floors. 4 MOAA leaders met with governor. Dept Veterans Services leaders also attended. National MOAA - COL Steve Strobridge - attended. The Legislative Update will keep you posted on current legislation. At this time it is critical that we inform our legislators of our wishes. Congress put off any TRICARE fee increases for 2008, but a new DoD health care task force has proposed a new annual enrollment for TRICARE for Life. There are bills introduced at this time to keep our TRICARE at no cost. Your Congresspersons will not know how you feel about these fees if you don’t inform them. These new fees along with more expensive drug copays will not only hurt your pride but your pocketbook!! Act now!!

SURVIVOR BENEFITS VETERANS ADMINISTRATION WEBSITE: vba.va.gov/ survivors

Auxiliary Power Every day we receive new information about additional benefits, COLAs, pharmacy options and more. It is up to each of us to put that information to work for us in a productive way. I recently learned that if one is collecting SBP, and the service member was in Viet Nam, possibly exposed to Agent Orange Chemicals, it is possible to go to the Veterans Administration with that information and apply for DIC, Dependency and Indemnity Compensation. DIC quite possibly will entitle the beneficiary to a larger monthly sum that is non-taxable. Some of the diseases under that guise are Non-Hodgkins’s Lymphoma, Cancer of the lung, larynx, trachea, to name a few. In addition, Congress is working on legislation to entitle beneficiaries to both SBP and DIC. This is important legislation for all of us to bombard our legislators with. The Department of Veterans Affairs recently activated a new web site aimed directly at surviving spouses of military members who died on active duty and surviving spouses of veterans who died after serving their country. The site, http://www.vba.va.gov/ survivors, not only links to the VA pages describing survivor benefits but other government sites that may offer valuable information and assistance. The main VA web site is at http://www.va.gov/ . These are important sites for us to have at our fingertips.

Legislative Update - STATE As this goes to press, our VCOC/MOAA and Joint Leadership Council (JLC) legislative objectives are moving through the General Assembly very well. Thanks to the wonderful efforts of VCOC members and others, our veterans’ issues are receiving excellent support from Virginia legislators. However, this good support must be viewed against a backdrop of a prediction of declining revenues due to the overall economic situation. As a result, while some of ourobjectives may be considered very worthwhile, they may not receive the amount of funding we would like. Here is my assessment of key bills at this time (13 Feb 2008).
WOUNDED WARRIOR MENTAL HEALTH PROGRAM. Similar bills are being patroned simultaneously in the Senate, by Senator Toddy Puller, and in the House, by Delegate Kirk Cox. Both bills have progressed through their respective chambers unanimously. (Kirk Cox’s bill had 80 co-patrons. That’s amazing!) Clearly we have total support for this program. Also, Governor Kaine told the VCOC leadership team that he very much liked the concept. However, he could not promise full funding. It remains to be seen how much money will be appropriated for this effort. I think we will come out with at least enough to get the program started.
TURBO VET. This initiative was introduced by budget amendments, instead of the bill process. The Governor submitted a budget amendment to his own budget proposal of $300 million. We are asking the General Assembly for an additional $900 million to fund the program through Phase III, which will provide the full range of veterans’ benefits. These budget amendments were introduced by Senator John Edwards in the Senate and Delegate Mark Cole in the House. Realistically, I would not expect full funding for this given the current climate of tight money. If we get even half of what we are asking for, we will be able to continue the development of this important program. We may have to come back next year to solicit funding to complete the program.
WAR MEMORIAL EDUCATION CENTER. Senator Stosch’s bill passed the full Senate. Delegate Cox’s companion bill passed the full House, so I would not expect any problem with this objective. As soon as the private funding of $200 million is raised, the state funding will become available.

TAX RELIEF FOR 100% DISABLED. There were two bills in the House and two bills in the Senate for this objective. All have been continued to 2009. We knew this would be carried over until next year because it requires a change to the Virginia constitution, which in turn requires two years for passage.
TAX RELIEF FOR CITIZEN SOLDIERS. The House Bills for this objective have been continued to 2009. Because of the tight money this year, we expected this would happen. This bill is not “dead”, but it just won’t happen this year. I expect the same thing to happen with the companion Senate bills. I expect that we will have to come back next year on this one.
CREDIT FREEZE: There are several bills which will legally give Virginians the right to establish a credit freeze. This issue is still being debated. We are fighting to exempt military from having to pay fees to do so. We’ll just have to wait to see how this one comes out.

RAC-MOAAA to CELEBRATE 50TH - DEC 5th
The Richmond Area Chapter (RAC-MOAA) was founded in Virginia capitol on 3 Dec 1958, by 35 officers, led by COL Joseph W. Koch, USAF, Ret and CAPT Towson O Summers, USN, Ret. Annual dues were $2 then and are $12 now. Charter was issued Feb 1959. RAC-MOAA has grown to nearly 700 members, making it the largest MOAA chapter in Virginia.

RAC-MOAA held their January 2008 dinner meeting on the date of the VCOC storming of the state capitol, and invited VCOC to attend (with advance reservations). The VCOC Board was represented at the meeting by 1st VP COL Sam Wilder of RAC-MOAA, 3rd VP Maj Melva Mallison, of the Virginia Peninsula, and Secretary COL Jim Brown, of RAC-MOAA. COL Steve Strobridge of MOAA was guest speaker at the meeting.

Survivor Benefits – Join the Fight! Those of us that have lost a spouse to military service are very aware that our military partner paid into SBP for a very long time, 30+ years. It’s hard to understand Section 644 of the 2008 National Defense Authorization Act (NDAA), which modifies the SBP/DIC offset. This legislation affects survivors who have the Dependency and indemnity Compensation (DIC) annuity deducted dollar for dollar from their Survivor Benefit Program (SBP) annuity, possibly losing as much as $12,804 per year. The 2008 NDAA would help correct this by providing survivors an allowance of $50 a month beginning in October, and incremental increases to $100 a month in five years. This is too little too late!! MOAA lobbyists will continue working to solve this inequity. There is a positive side. This is the first time Congress has acknowledged this inequity and that something needs to be done, a small acknowledgement, but a foot in the door. We must come back fighting. The law must be changed to provide a more reasonable solution for those who have sacrificed so much. What’s next? Every auxiliary member, every regular member, including retirees, active duty, reserve components and spouses, and most of all any patriotic citizen who will join us, must join this fight. Congress must hear from us again and again. We must educate Congress that this priority issue will not go away. Please understand that we need every one of you to participate in a letter, email or phone call barrage. These are your senators:

Three SBP annuitants are suing the federal government to restore their annuities and avoid the offset. Their day in court was January 30. After arguments, the judge said he would take the widows’ and Defense Department arguments under advisement and render a decision “in the near future.” Thank you!

Delegate Kirk Cox Recognized Virginia MOAA At the General Assembly During the 28 Jan 2008 Virginia MOAA Day at the General Assembly, Delegate Cox recognized MOAA leaders with these words:
"It is my privilege today to introduce the state leadership of the Military Officers Association of America (MOAA). MOAA members include military officers on active duty, in the National Guard and Reserve Components, veterans, retired officers and the spouses of deceased officers. There are some 375,000 MOAA members nationwide and more than 49,000 in Virginia. Just as MOAA members served in leadership roles on active duty, they continue to serve in leadership positions in veterans' organizations and on many Virginia Boards and commissions that address veterans' issues. MOAA Leaders are here today to support issues of concern to veterans throughout the state. They are supporting the legislative objectives approved by the Joint Leadership Council. The Commonwealth's 23 Veterans Services Organizations, with a combined membership exceeding 250,000, are represented on the Joint Leadership Council."

VIRGINIA LEADS THE WAY! VCOC chapters started the 2008 Give Me 10 program with a bang. As of Feb 8th, we had 11 of 16 chapters participating, totaling 55 recruits (and Southside Chapter's were not yet included). Much credit is to be given to COL Don Kaiserman, USA, Ret, VCOC National Guard and Reserve Liaison, for arranging chapter participation in the 80th Division Conference. He will continue to handle Reserve and National Guard Units for VCOC Give Me 10.

| VCOC SCORES AT 80TH DIVISION CONFERENCE: On February 1st and 2nd, VCOC representatives from the Richmond Area, Hampton Roads, Heritage and Portsmouth Chapters recruited 43 new members from among the Army reserve officers attending the 80th Division Commander''s Conference in Virginia Beach. Representing MOAA and the VCOC were: COL Don Kaiserman and CDR John Baumgarten of Richmond Area Chapter; LTC Jim Dellaripa and CDR John Vermillion of Hampton Roads Chapter (where the conference was held); COL Jim Brown and his wife June of Heritage and Richmond chapters; and LCDR Lynn Terry and CAPT Bud Loew of Portsmouth area chapter. This year's effort surpassed the 41 new MOAA members recruited at this event in 2007. Well Done!

GOLDEN OPPORTUNITY
VCOC 2008 Give Me Ten GOLD BAR PROGRAM
In 2007, VCOC Chapters began to offer gold bars and MOAA Give Me Ten membership forms to ROTC caets receiving their commissions upon graduation from Virginia colleges and universities. Most VCOC chapters are located near a college or university that offers ROTC. Many Virginia chapters are already providing MOAA medals (and in some cases chapter stipends or scholarships) at graduation ceremonies. This represents a good source of Give Me Ten recruiting. There are at least 20 Virignia colleges and universities with ROTC programs. During the May/June time period, at least 100 cadets in these ROTC programs will receive commissions. Please contact the ROTC department near you to offer Gold Bars to new officers. The only cost to the chapter are the gold bars and volunteer time. The chapter will receive $10 from MOAA for each Give Me Ten reruit and good will from the cadet and parents. The new officers who fill out the Give Me Ten form will receive a free one-year introduction to the Military Officers Association of America.

DRILL TEAM AWARDS - Junior ROTC from Hampton Roads MOAA Each year the Princess Anne High School Navy Junior ROTC unit hosts a drill competition attended by at least 16 other high schools. The Hampton Roads Chapter provides a check each year to help purchase the trophies for the winning units. This year the chapter provided a check for $600. The paper newsletter includes a photo of Hampton Roads chapter president, LTC Jim Dellaripa, presenting the check.

| CHAPTER MEMBERSHIP The VCOC experience with chapter membership over the last 2 years has been good, but it needs to be much better. Overall Virginia chapter membership increased by 377 from Dec 31, 2006 to Dec 31, 2007, bringing our strength to 4,266 chapter members. Much of this increase is due to the Give Me Ten program whereby some chapters are giving chapter membership with Give Me Ten. There are more than 49,000 MOAA members living in Virginia. Without any new incentives from MOAA, here are some ideas to recruit chapter members:
1. Treat membership as priority. Appoint Membership Chair.
2. Offer 1st year free chapter membership.
3. Use prospect lists provided to chapter by MOAA to call or mail.
4. Ask officers to join wherever you see them. Thank them for serving and invite them to join.
5. Contact Base/Post Retirement Officer who can provide you dates of Retirement Conferences.
6. Publicize chapter and VCOC events. Include a phone number, email or website, to join the chapter.

The website was developed using Network Solutions for web hosting and design. The VCOC purchases Network Solutions on a two-year basis, so current package expires in Jan 2010.

Public Affairs Local Stories are Best Please publicize chapter community service and legislative activities in both civilian and military newspapers (and notify local TV stations too!). This will help the general public and potential new members know what your chapter contributes locally (and state wide). Chapter members will take pride in seeing their local chapter in print. A few might become more active as a result.
Don’t give up if the stories are not printed – Keep trying! The community or home town section of newspapers will often print a short story if it has a local flair (photo/caption of a member of that community… quote from a local person). Some papers accept on-line postings. Even if it is not picked up by the paper to print on paper, the on-line story could catch attention of other on-line folks.
Tailor the VCOC canned press releases and submit to your local paper. Petersburg/Fort Lee published “Officers Storm State Capitol” article and the Daily Press on the peninsula featured an on-line story, with different photo/quotes, but the same core article.
Virginia is the only state to conduct a state Congressional Luncheon. Please bring cameras to get good shots of your chapter leaders with your congresspersons, and pen/paper to make note of a good quote from your own congresspersons. Publicize with or without the VCOC press release. There were good articles printed in at least three papers last year about the Virginia MOAA Congressional luncheon. Lets try for all Virginia MOAA chapters in print this year.
For Give Me Ten, you may use the MOAA News Release, but refer interested parties to local phone number/email/address and chapter website (if the chapter has one). Be sure to say how Give Me Ten benefits the recruit and the local chapter (and veterans & military families by giving MOAA a stronger, powerful voice).

| VCOC Secretary Musings: A new VCOC DIRECTORY was prepared and distributed at our 11 January meeting. Since that date, there have been many changes including the addition of a new page. The Directory now includes the names of all VCOC President since its beginning. With the many changes a new version of the Directory with a blue cover will be mailed to each listed Chapter Representative VCOC Officer, Committee Chairs, and living Past Presidents. These Directory pages will have a single hole in the upper left corner such that the clasping ring included in the January 11 edition can be re-used. The NEXT VCOC MEETING will be at a new location in Richmond - the Headquarters, 80th Training Command (formerly the 80th Training Division). The address is 6700 Strathmore Road, however, access can only be gained from the Defense General Supply Center-Richmond, usually called Bellwood (Main Gate on Jefferson Davis Highway – US Rte #1. Rear Gate off Chippenham Parkway – VA Rte #150). The Headquarters is located very near the rear gate to Bellwood, which is accessible from Chippenham Parkway (Route 150) which intersects I-95 south of Richmond at Mile Post 65 (and then to I 895 which connects to I 295 which intersects I 64). Access can be gained from Jefferson Davis Highway through the main gate of the Defense Logistics Agency facility and going along the main road until just before the rear Gate. The gates are staffed with Security Personnel who can assist you. Picture IDs are required to enter the Bellwood facility. Since the April VCOC meeting was moved to March, the meeting will occur before the end of the Quarter. But there is no change to the due date for CHAPTER QUARTERLY REPORTS. They will, as in the past, be due to Secretary on 1 April 2008 with the data thru 31 March 2008. In accordance with VCOC policy, a PACKAGE OF INFORMATION will be mailed to each Chapter’s VCOC representative and to each VCOC Officer. Included will be minutes of the 11 January VCOC Meeting and 28 January VCOC Day a the General Assembly, a listing of the VCOC Chapter Presidents and Chapter representatives, and a sketch map to Headquarter, 80th Training Command. All Chapters are reminded that a listing of the CHAPTER ZIP CODES of the chapter’s area is due to the VCOC Secretary on 1 March.
