President’s Message:
     My sincere thanks to all, for your continuing and full support for VCOC programs and activities that are focused on supporting our jointly developed objectives and MOAA chapters in Virginia.  Our 22nd Annual Congressional Luncheon was our best ever due to your hard work and full support from so many Chapters.  All 15 Chapters were represented at our April VCOC meeting – the first time in some time and this is reflective of interest and Chapter commitment.  I reported to MOAA national and state presidents 19 April conference that we have strong Auxiliary leadership on the VCOC and two-thirds of our chapters already have appointed chapter Auxiliary Liaisons.  All indications are Virginia will again lead the nation in the Give Me 10 Program as our “unofficial count” was near 400 at the end of April – way beyond any other state.  The aforementioned reflects a vibrant organization that is making a difference in Virginia and for MOAA nationwide.  
     While you have seen updates from me on “Storming the Hill” and our www.virginiamoaa.com website has a great summary and photos, I’m pleased to report that the annual MOAA state president’s “Storming” was also very, very successful this year.  The May 4 MOAA Legislative Update reported that a key House Armed Services Subcommittee took positive action on issues that were the focus of state president’s storming efforts on 18 April.  The Committee’s draft legislation avoids TRICARE fee hikes, increases military pay 3.5% and establishes a payment for SBP-DIC survivors.  While this action does not address all our concerns on the issues, it is a significant step forward.  It is no accident that these issues were addressed because MOAA’s views are respected as we have a well-informed, large membership.  Numbers matter! 
     Lets continue to work together to build on Virginia MOAA’s record of success.  I ask all to help meet our target of 1,000 Give Me 10 recruitments which will help maintain the high membership numbers that translate into legislative successes.  Our efforts will also bring our chapters approximately $9,000 that will support chapter programs.
     Lets build on our successful PAO and web efforts that will increase MOAA name recognition, enhance interest in chapters and support our state and national legislative objectives.
     Lets have 100% of Virginia Chapters with Auxiliary Liaisons to ensure support for this important segment of our membership.
     Make a point of bringing your spouse to our July meeting at VMI and the Biannual Meeting at Fort Monroe, near Jamestown.  While we will have important business to address, there will be many opportunities for interesting activities in these historic settings. 
     And finally, please make an effort to support the Virginia War Memorial Foundation Education Center with a contribution.  This facility will have a positive impact on the youth of Virginia in the years to come and will foster the values that we have devoted most of our lives to support and protect.  (See info on contributions on page 6.)  Chapter representatives have the details.  Be sure to designate “Virginia MOAA” on the contribution form so the VCOC can leave a record of our support by a room named for our association of military officers.

     Most all Personal Affairs items can be acquired by going to the website; MOAA.org.   Some can be found in the “Legislative Update.” Others can be found by going through MOAA “Officer”, “Affiliate”, “News Exchange” and other places.  The computer is a source that has no end. Please print out and keep the valuable information.  The rules are changing daily and we need to keep up with the changes.
     SBP laws are changing.  HR 935 & HR 1927 could make a difference someday. There are 61,000 Survivors out there.  The MOAA is working for you so that your life is a better place.
     Please use the internet. Let the MOAA and VCOC work for you !

VCOC  Secretary’s Musings

1.
  As many of you know, I am a Virginia Tech graduate and the President of the Fredericksburg Area Chapter of the Virginia Tech Alumni Association.  The events of 16 April 2007 on the campus in Blacksburg were shocking to the school, its alumni and in fact the entire world.  Many things have happened in the last three weeks that were very meaningful and I would like to offer my thanks to the VCOC members that communicated with me and to the many others who have shared our grief.  I hope you saw the President at the school for the special convocation and you noted the music being played by the regimental band of  the Virginia Tech Corps of Cadets (VTCC) and the colors being presented by the Color Guard of VTCC.   We will prevail.  Our motto UT PROSIM (That I may serve) says it best.  Thanks again.

2.
  A large mailing to all Chapter Representatives and Chapter Presidents is forthcoming.   Chapter Presidents are being included on this mailing since it will include the Revised Articles of Incorporation and the current Bylaws of the VCOC.

3.
  Please remember that the quarterly Chapter reports are due on 1 July and in April was the first time that we received a reports from every Chapter.  Well done - lets keep this record going.  Also, I will need the names of deceased members in the last two years such that our Memorial Service in October can be effectively planned.

4.
  Recently, I became aware of a document issued by the VCOC in the 1990s to its member Chapters.  I had never seen the document until the Ussrey Chapter in Lynchburg returned the document following the demise of the Chapter.  I would like ask each member Chapter except the George C. Marshall Chapter to communicate with me regarding such a document in their files.  Since the document was issued in the 1990s, it says “The Retired Officers Association” and I would be interested in feedback regarding the re-issue of a similar document with the Military Officers Association of America headings, etc.  I will include a copy of the Lynchburg Chapter document in the Chapter Representative mailing envelopes.

Auxiliary Power –

When does remarriage affect SBP, SBP/DIC and Social Security Benefits? 

     If a widow or widower is receiving SBP from their military spouse’s retired pay and decides to remarry after their 55th birthday, then their SBP payments will continue uninterrupted.  If a widow or widower is receiving Dependency and Indemnity Compensation (DIC) from the Department of Veteran Affairs (VA) and decides to remarry after their 57th birthday, then their DIC payments will continue uninterrupted. 

     Military benefits associated with a military ID card are lost upon remarriage, regardless of age.  This includes exchange and commissary privileges as well as health care coverage.  Should the remarriage end, the exchange and commissary privileges may be reinstated.  However, once health care coverage is lost, it will not be reinstated.

     If the widow or widower is collecting Social Security survivor benefits based on their deceased spouse’s Social Security entitlement, and decides to remarry prior to age 60, then Social Security survivor benefits are terminated and may only be restored if the remarriage later terminates.  If you are over 60 years old, you are not in jeopardy of forfeiting any annuities you may be entitled to from DFAS, the VA, or Social Security should you decide to remarry.

     Ever wonder why DFAS continues to send you a Certificate of Eligibility even after you are eligible to remarry?  It is to make sure that you are still alive.

Ideas for Increasing Chapter Membership
From Membership Committee of the Virginia Council of Chapters of MOAA (VCOC):
 
1. Offer 1 year of free membership to Officer or Auxiliary prospects in your zip code area. MOAA can provide the prospect lists.  If you provide free membership along with national Give Me Ten membership, your chapter does not pay dues to VCOC for the one free year. 

2.
Offer Chapter Membership to all recently recruited MOAA members.

3.
Referrals: 
--Ask chapter members to provide at least one referral each.  --Use referrals from the successful recruitment of new MOAA members. These referrals can come from any VCOC chapter that recruits a new MOAA member (such as with Give Me Ten) who lives in another chapter zip code area.

4.
Use Chapter Newsletter as a prospecting tool. Print enough copies of a newsletter for availability in Libraries, School JROTC/ROTC Depts., Reserve/NG Units, and other Military Veterans Organizations.

5.
Use Chapter Website as a prospecting tool. Include a Membership Application section on the Website.

6.
Use MOAA Membership Lists that show MOAA members in a chapter zip code area who are not Chapter members. Contacting these MOAA members can be done by mail or by phone calls. 
You may cull down the lists to target the prospects most likely to join. 

7.
Invite prospects to a chapter event
(a dinner, luncheon, or special occasion such as a Chapter anniversary or holiday party).

8.
  Publicize legislative issues and successes plus community involvement (including scholarships and ROTC awards) in civilian and military papers so that people become aware of what the chapter does for them locally.

24 May 2007, the Commonwealth of Virginia paid tribute to its sons and daughters who have given their lives in the cause of freedom. A wall at the entrance to the office of Virginia’s Attorney General, LTC Bob McDonnell, USA (Ret), was dedicated as a “Wall of Honor,” to serve as a memorial to those brave Virginians who died in the new millennium throughout the world in the global war on terrorism.   Thanks to the initiative of Assistant Attorney General, LTC Cynthia H. Norwood, USAR, RAC-MOAA donated $500 to sponsor one of the photographic and biographic collages which honor these recent fallen heroes of Virginia. The Attorney General’s office is located at  900 East Main Street in Richmond.

Virginia Off to Spectacular Start with 2007 Give Me Ten
 
   
Once again, Virginia’s MOAA chapters are leading the way nationally in MOAA’s 2007
Give Me Ten membership recruiting program. By the end of May, the Virginia Council of Chapters of MOAA (VCOC) expects more than 400 Give Me Ten applications to be submitted by Virginia chapters to MOAA. Ten of Virginia’s 15 chapters have already recruited at least one new member. Our goal is for 100% of Virginia chapters to recruit at least 10 new MOAA members each. To be treated to a MOAA dinner for Chapter Presidents (or their designated rep) of successfully recruiting chapters, eleven Virginia chapters (75%) must recruit at least ten. The dinner would also include VCOC President and VCOC Membership Chair as well as spouses of aforementioned.

       VCOC President Bill Flanagan challenged Virginia chapters all to recruit the required numbers before October so that we can celebrate the day after the VCOC Bi-Annual Meeting with a special MOAA Dinner in Williamsburg. MOAA has approved the idea of a Give Me Ten Dinner on October 13 rather than at the end of the year if VCOC meets the criteria prior to that date. Further, any chapter that recruits at least 25 new members will have the choice of inviting 2 couples to the dinner. And any chapter that recruits at least 50 can invite 3 couples to the dinner. Finally, If Virginia chapters recruit a total of 1000 new MOAA members, all VCOC elected & appointed council officers will be invited. This really is something that we should shoot for. I believe we can do it.


 
RECRUITING IDEAS THAT WORK: 

a. Recruit new ROTC officers who receive their Gold Bars from a Virginia chapter of MOAA.
b. Recruit ROTC & JROTC Officer instructors who are now considered active duty (free one year membership) by MOAA, for Give Me Ten.  Be sure and put “ROTC Instructor” on the form.
c. Thank military officers in uniform for their service and present them with a Give Me Ten application for free membership wherever you see them (at Exchanges, Commissaries, or at military functions). 
d. Make phone calls to prospects listed on the MOAA prospect list. This is especially effective for the smaller chapters who have a limited prospect list.
e. Recruit National Guard and Reserve officers at functions (such as conventions, weekend meetings, Welcome Home Ceremonies). 
f. Bulk mail to MOAA prospects in your zip code areas.*

Or $20 for life membership, plus bonus of $100 for first ten recruited.  There are monetary incentives for chapters of different sizes who recruit the most.  There is also a drawing at MOAA for one recruiter and their recruit to receive a valuable prize.

(and JROTC, or ROTC instructor - officers).

(Recommend chapters have applications mailed to chapter so chapter can track count and ensure there is a chapter name and recruiter name included).  Applications were mailed to chapter presidents and are available on VCOC website:  VirginiaMOAA.com

 

*Note: Any chapter that needs help with a mailing is invited to contact Paul Mehler, VCOC membership chair, email  paulmehler@hotmail.com
Paul has the MOAA prospect lists for all Virginia chapters. He will prepare a minimum of 200 pre-addressed envelopes for any chapter. All that is required from the chapter is your own letter, a MOAA application, and your mailing with stamps. You should receive at least 4 or 5 new members from the mailing. A second mailing will get your 10. Your total cost will be about $164 (for stamps), but you will get back $200 (for doing the 1st 10). If any chapter has a bulk mailing account already established, the mailing cost will be quite a bit cheaper.  Bulk mailing 400 letters will cost about $60.

Legislative Update - STATE
  As reported in the last Crier, the VCOC/Joint Leadership Council (JLC) priority objectives fared very well in the 2007 General Assembly of Virginia. Our most notable success was, of course, to secure $3.5 million in funding for the Education Center of the Virginia War Memorial. The pay day lending issue failed to pass the General Assembly. In the waning days of the General Assembly, this controversial issue was pulled by the sponsor of the bill. While it is certain to be re-introduced in next year’s legislative session, we feel that the VCOC objectives were actually accomplished by the federal legislation in the 2007 Defense Authorization Act because of the protections provided to our servicemen.  Tax relief for NG/Reservists while deployed, did not pass because we had not adequately defined that issue and had no sponsor. Otherwise, we had a very successful legislative year.

The VCOC Legislative Committee has begun work in earnest to draft legislative proposals for this coming year. At this point, we have identified some “potential” issues that will likely be approved for submission to the JLC. They are listed in the box at right. These issues will be voted on at the next VCOC meeting, 13 July 2007.

Two other issues may be considered, but more info is needed. They are:

            __Establish a Veterans Center at VCU dedicated to mental health issues of veterans,

            __ Lower the number of credits needed to qualify for “full time student” to be eligible for

                 Full GI Bill benefits.

The VCOC Legislative Committee agreed that there are several issues that we should NOT consider as priority legislative objectives for 2008. They are: a) The pay day lending issue. (Many other organizations are involved and our major concerns are already covered by federal legislation.), b) Tax exempt military retired pay. (This was introduced this past year but died in committee. The projected cost to the state is $260 million, which is prohibitive. We think we have “bigger fish to fry” and other issues are more important.) and c) The Veterans Preference issue. While a bill was passed this year, the language left it up to the Dept of Human Resources Management to issue guidelines to define “preference” for employment with state agencies. We can provide DHRM with suggestions, but we think it would be prohibitively difficult to get the legislature to wrestle with a satisfactory definition.

No doubt other issues will arise before our final legislative agenda is decided, but we have already begun to work on next year. With the dedicated hard work of all the chapter members who helped advance our legislative agenda this past year, I’m confidently looking forward to another very successful year.

POTENTIAL 2008
STATE LEGISLATIVE OBJECTIVES - VIRGINIA:
 a) Strengthen Virginia NG/Reserves.  (We’re working with them  now to develop specifics.);

b) Support the Dept. of Veterans Services Strategic Plan and Objectives. I expect this will become a major effort this year.
 
c) Tax relief for NG/Reservists deployed out of state. We have a sub-committee researching this issue and working to clearly define it.
 
d) Establish a credit freeze to guard against identity theft for deployed NG/Reservists. We have someone working on the details.

You may contribute to the memorial and help VCOC MOAA “name” a portion of the education center addition, such as the Veterans Research Library (if we raise $50,000 state-wide) or a conference room (if we raise 25,000 state-wide).  Include “Virginia MOAA” on the naming contribution form.  Photos of the Memorial are included in VCOC website, VirginiaMOAA.com - State Legislative Section.  State funding of the education wing was a 2007 VCOC state legislative priority.  Both state and private funding are required.  VWMEF is a 501©3 tax-exempt foundation, so gifts are tax deductible.

Legislative Update -NATIONAL

            The VCOC national legislative objectives as agreed upon at our 22 January 2007 meeting continue

to be valid and have taken on an even more immediate importance. At the 13 April 2007 meeting of the

VCOC, the Legislative Committee made no changes to our national legislative objectives.As this Crier issue goes to press, we do not have an approved 2007 Emergency Supplemental Appropriations Bill and it is urgently needed! The Congress continues to play politics and has not yet realized that (as we say in our objectives) we need a wartime budget! Since the Administration has finally begun to call for increases in the size of the Army and Marines, the Congress must step up to its constitutional duties and fully fund not only the increase but immediately fund the ongoing operational needs. Whenever we have the opportunity to meet with our congressional leaders, we need to drive home this fundamental point. It is the soldier and the soldier’s family being impacted by the delay. Timely and adequate war funding for the troops is vital.

We have made some progress on other aspects of our agenda. MOAA’s recent “Storming of the Hill” appears to have influenced a House Armed Services Sub-committee. They approved a 3.5% pay raise for the military, a proposal to prohibit TRICARE fee increases for another year, and authorization to increase the Army end strength to 525,400. These are all good steps in the right direction, but these are only the first steps in a long process to seeing these measures actually become law

            A final thought, while not the MOAA position, deployed forces are showing frustration –  Graffiti seen recently on a Marine barracks in Iraq reads….

Make plans now to visit congressional representatives and follow up on discussion from the 21 March Congressional luncheon in Washington DC. The August recess is usually a good time to meet with them when they are back in their districts.

  Congratulations, Virginia winners: Hampton Roads, Richmond, Mt Vernon and Virginia Peninsula chapters,  Presidents, please let VCOC President, Col Bill Flanagan, know how/where you would like your award presented.  VCOC’s website and e-news each were cited “1st runner up”.  VCOC Congressional Appreciation Luncheon program received special recognition.  (See May 2007 Affiliate.)
