Virginia’s Joint Leadership Council of Veterans Services Organizations (JLC) represents 23 Veteran Service Organizations (VSO’s) in the Commonwealth. The membership of these 23 VSOs is over 260,000 and was created by Virginia statute in 2003 with members appointed by the Governor for a three year term. The JLC meets quarterly.

The top four VSO’s in order of estimated membership are: The American Legion
(59,000),  MOAA (49,600), Disabled American Veterans (43,000), and Veterans of Foreign Wars (35,000).

The JLC mission is to provide advise and assistance to the Governor and the
Department of Veteran Services on issues of importance to veterans.  As the “SINGLE, UNITED VOICE” of Virginia veterans, JLC identifies issues of concern to the military community and particularly to veterans, their spouses, orphans and dependents.

On an annual basis, the JLC reviews, approves and presents a listing of key
Legislative Objectives  to both the Governor and the Virginia General Assembly for their approval. These objectives are submitted to the JLC by the member Veteran Service Organizations (VSOs).  It should be noted here that a major contributor to these legislative objectives results from the inital efforts of the Richmond Area Chapter's (RAC/MOAA's) Legislative Committee formerly headed by Sam Wilder  and approved by the VCOC prior to submission to the JLC. 

Each VSO on the JLC is entitled to establish a Council, primary member and an alternate member. MOAA’s current members are: BG Wes Edwards (Northern
Neck) as primary and Col Don Kaiserman(RAC/MOAA) as alternate.

Wilder, USA, Ret, currently serves as JLC Chairman.  Sam is the VCOC Vice President, and a member of RAC/MOAA.  However, he serves on the JLC representing the Association of the US Army.

JLC MISSION:
To provide advice and assistance to the Governor and the Department of Veterans Services on matters of concern to the veterans community and provide a conduit of information to and from the Veterans Service Organizations (VSOs) on policy and legislation, pending and enacted, as well as information on existing services.
