VCOC AWARD - STATE LEGISLATOR OF THE YEAR - 2006
Delegate Kirk Cox

Virginia Officers Honor Legislator of the Year at Biennial Meeting

Virginia Military Officers Association Recognizes General Assembly Lawmaker – Delegate Kirk Cox.

At Fort Monroe, Virginia – Oct 12, 2007.

At historic Fort Monroe, during the biennial meeting of the Virginia Council of the Military Officers Association of America (MOAA) on October 12, 2007, the council presented the General Assembly Legislator of the Year award to Delegate M. Kirkland “Kirk” Cox (R-Colonial Heights), House Majority Whip.  The award was a stamp plaque especially tailored to Delegate Cox, containing stamps related to his life and career.

Virginia MOAA’s Legislative Chair, COL Sam Wilder, noted that Delegate Cox was the chief patron for 10 pieces of legislation last year that supported active duty military, veterans, and their families.  COL Wilder highlighted two items in particular – a third Veterans Care Center and increased staffing for veterans claims officers that were the top priorities for Virginia’s 21 veterans services organizations.

There are approximately 44,000 MOAA members in Virginia, making it the second largest veterans’ organization in the Commonwealth.  Nationally, MOAA is the nation’s largest and most influential association of military officers.  It is an independent, nonprofit, politically nonpartisan organization.  MOAA has a national membership of about 370,000 members from every branch of service – including active duty, retired, National Guard, Reserve, former officers and widows/widowers of officers.

Delegate Cox has served as a legislative member on the Board on Veterans Services for six years. The Board is the principle veterans’ board in the Commonwealth and advises the Commissioner of Veterans Services and the Governor on issues affecting the Commonwealths 750,000 veterans.

The VCOC MOAA 2006 Legislator of the Year Award recognizes Delegate Cox for successfully carrying nine pieces of legislation supporting the military and veterans to include the Joint Leadership Council’s number one priority – $14.8 million in funding for a third Veterans Care Center in the Hampton Roads area.  Other 2006 legislation included increased funding for the Department of Veterans Services; a $100,000 grant for the Quartermaster Foundation at Fort Lee; a Support Our Troops License Plate; several resolutions commending active Army organizations, the Reserves and veterans and health care options for veterans who are Virginia state employees.
