FUND DVS AS OUTLINED IN EXECUTIVE ORDER 19 - 2008 State Legislative Priority #1

1.  ISSUE:  To provide the Department of Veterans Services (DVS) with the resources required to accomplish the specific recommended objectives (e.g. Turbo-vet, additional personnel, etc.) of Executive Order 19

2.     BACKGROUND:

·        On June 16, 2006, Governor Kaine issued Executive Order 19 (EO19) – Serving Virginia’s Veterans

·        Among other initiatives, EO19 directed:

o       “All state agencies to identify opportunities to partner with the Department of Veterans Services on ways to offer new, expanded, or customized services that meet the educational, health care, and social service needs of Virginia’s veterans.”

o       “The Department of Veterans Services, working with all appropriate state agencies, to give special attention to opportunities for improving services to disabled veterans, including all aspects of the continuum of care and service delivery.”

o       “All state agency heads to renew their commitment to veterans’ preference in hiring.”

·        The EO19 report was delivered to Governor Kaine on April 30, 2007.  The report identified 28 specific opportunities for the Commonwealth of Virginia to offer new, expanded, or customized services for veterans

3.     DISCUSSION:

·        The specific opportunities identified in EO19 include:

o       The TurboVet System:  DVS is developing a TurboTax®-type software application that will assist in preparing and submitting compensation and pension claims to the U.S. Department of Veterans Affairs.  Such a software application will improve the accuracy of applications and ensure that supporting information is presented in a clear and consistent manner, making disability claims “ready to rate.”  Additionally, as the application matures, it will pave the way for electronic submission of claims, thus expediting claims processing and receipt of benefits

o       The Provision of Behavioral Health Care Services by State Resources:  From all accounts the U.S. Department of Veterans Affairs (VA) is overwhelmed with the demand for short-term and long-term health care for veterans of previous wars and those returning from the Global War on Terror in Iraq and Afghanistan.  DVS has entered into discussions with the VA, the Department of Mental Health, Mental Retardation and Substance Abuse Services (DMHMRSAS) and the Virginia Association of Community Services Boards (CSBs) to develop an on-going contractual relationship for referral of veterans to the CSB services system for treatment for mental health and substance use disorders

4.    RECOMMENDATION:  That the Governor and General Assembly provide the Department of Veterans Services with the resources required to accomplish the specific recommended objectives (e.g. Turbo-vet, additional personnel, etc.).

DVS STRATEGIC PLAN AND BUDGET
 
  1. ISSUE:  To support the effective implementation of the actions outlined in the Department of Veterans Services (DVS) Strategic Plan through optimum funding and staffing of DVS programs
 
  1. BACKGROUND:
·         Virginia operates on a two-year budget cycle, and is currently in the first year (Fiscal Year 2007) of the 2006-2008 biennium
·         The 2007 General Assembly will approve modifications to the Fiscal Year 2008 (FY08) budget, adopted by the 2006 General Assembly
·         The Governor will submit his FY08 budget proposal to the 2007 General Assembly on December 20, 2006
·         DVS can be expected to submit a request for increased funding for FY08 – over and above the funds already appropriated by the 2007 General Assembly
·         The Department of Veterans Services’ Strategic Plan outlines five goals
o        To strengthen outreach and marketing efforts
o        To improve access to veterans services
o        To maximize the flow of federal dollars to meet the needs of Virginia’s veterans
o        To make Virginia an even more attractive place for military retirees by delivering top-quality veterans services
o        To improve the effectiveness, accuracy, and accountability of administrative services
 
  1. DISCUSSION:
·         Communications:  The top goal of the Department of Veterans Services is to strengthen outreach and marketing efforts.  An effective communications program requires appropriate funding for personnel and operations
·         Access:  Goal #2 of the Department of Veterans Services is to improve access to services.  This means having the right resources in the right places to serve Virginia’s veterans.  Again, this means appropriate funding and staffing for the benefit service offices, the cemeteries, the care centers, and the education section
·         Administrative Services:  In light of recent audit findings, adequate funding for DVS financial, administrative, and support programs is imperative
·         Hampton Roads Veterans Care Center:  While it is likely that federal funding for this project won’t be available for five years, the General Assembly has committed Virginia’s 35% share of the construction costs for this project.  DVS should continue to monitor expected costs of construction.  If the projected costs rise, DVS should seek additional budget authority and the commitment of state funding from the General Assembly, so that this project can be completed expeditiously and kept to the planned scope
·         Southwest Virginia Veterans Cemetery:  DVS should continue to press forward aggressively with plans to open this cemetery.  Appropriate funding and personnel levels are needed to operate and maintain this cemetery to the highest standards
 
  1. RECOMMENDATION:  That the Governor and General Assembly provide the resources required for continued implementation of the Department of Veterans Services’ Strategic Plan
